NC Padhi, police director-general in Orissa state, blamed the communist People’s War Group for the killings.

The PWG had recently threatened to step up attacks against government targets, including police officers and political leaders.

The communist rebels mostly target rich landowners and police, accusing them of collusion to exploit landless farmers and rural labourers.

The rebels - inspired by Chinese revolutionary Mao Zedong – began fighting in 1981 and have been active in other southern and eastern states.
