EU foreign leaders have appealed to Macedonia not declare a state of war with ethnic Albanian rebels.

EU foreign leaders have appealed to Macedonia not declare a state of war with ethnic Albanian rebels.

The leaders, who met in Sweden, have condemned the rebels but warned the Macedonian Government's response must be proportionate and urged them to exercise maximum restraint.
