So far this year, 91 people have died in road accidents, most of whom were under the age of 30.

The Road Traffic Bill 2001 is understood to provide for a penalty system for driving offences.

The bill will serve as a deterrent against minor traffic regulations, while for those who persistently breach road laws, it spells possible disqualification from driving.

It is also anticipated that the bill would require drivers involved in accidents to take a mandatory breath test.

The Government has maintained that significant challenges remain to be overcome.

Speed and the wearing of seat belts remain below compliance level while drink-driving is still a major road safety problem.

Details of the bill will be unveiled before midday today.
